Innovazione e sicurezza nell’Arma dei Carabinieri, il 1° Workshop operativo sui droni e nasce il “Think Tank” sui sistemi APR
La recente riorganizzazione del Dipartimento Aereo e Navale porta alla creazione del Nucleo APR a Roma Urbe e della Sezione Addestramento a Rieti. Al via un polo di eccellenza per l’impiego dei droni nelle attività di polizia. A Rieti, dal 28 al 30 luglio, si è tenuto il 1° Workshop Operativo sull’impiego dei Sistemi Aeromobili a Pilotaggio Remoto (APR). L’evento, promosso dal Comando Generale dell’Arma dei Carabinieri (II Reparto – Dipartimento Aereo e Navale), si è svolto presso i locali e le aree di volo della Sezione Addestramento APR situata presso la sede del 16° Nucleo Elicotteri Carabinieri (NEC) di Rieti, con il supporto logistico della Scuola Forestale Carabinieri. L’impiego dei droni da parte delle Forze di Polizia, disciplinato dal Decreto Interministeriale del 13 giugno 2022 e dal discendente Protocollo d’intesa con l’ENAC, compie nell’Arma un ulteriore salto di qualità. Grazie alla recente riconfigurazione ordinativa che ha interessato il Dipartimento Aereo e Navale e il Raggruppamento Aeromobili Carabinieri (RAC) di Pratica di Mare, è stato istituito sull’aeroporto di Roma Urbe il primo Nucleo APR, reparto che ha assunto un fondamentale ruolo di guida dottrinale per tutte le attività di Polizia e specialistiche. Nasce il “Think Tank” dell’Arma sui droni Ad affiancare il Nucleo APR della Capitale è stata strategicamente la neo-istituita Sezione Addestramento di Rieti, la quale svilupperà una capacità di formazione autonoma per piloti e operatori APR. Questa struttura si attesta come la “cabina di regia” dell’iniziativa addestrativa odierna. Diretta da un Ufficiale qualificato Istruttore e affiancata da personale esperto del RAC, la Sezione di Rieti, di fatto prima “scuola” di volo di polizia con APR, è destinata a diventare non solo il punto di riferimento addestrativo dell’Istituzione, ma anche l’elemento trainante di un vero e proprio Think Tank, operando come vettore dottrinale di eccellenza nello specifico settore. Obiettivi e programma del 1° Workshop L’obiettivo primario è creare un amalgama operativo tra tutti i Reparti dell’Arma dotati di sistemi APR, superando eventuali incertezze procedurali e garantendo la piena aderenza (compliance) alla disciplina di settore. Questa prima edizione ha un taglio prettamente pratico e vede la partecipazione di 20 militari esperti, già in possesso dei titoli richiesti, i quali opereranno in modalità “live” con i droni in dotazione ai rispettivi reparti per dimostrarne sul campo le peculiarità operative. A sottolineare l’importanza strategica della capacità APR per l’Arma dei Carabinieri è stata la presenza del Vice Comandante Generale, Gen. C.A. Massimo Mennitti e del Capo di Stato Maggiore del Comando Generale dell’Arma, Gen. C.A. Andrea Taurelli Salimbeni, che hanno incontrato i partecipanti all’evento.

Insieme hanno discusso delle modalità per rafforzare la cooperazione in settori quali la tecnologia, l’energia verde e la Difesa. Nuovo accordo bilaterale tra Uk e Giappone volto a rafforzare la cooperazione tecnologica e nella Difesa. Domenica, il Primo ministro giapponese Sanae Takaichi ha incontrato a Londra il Primo ministro britannico Keir Starmer e un gruppo di imprenditori. Saranno 18 i miliardi di sterline (24 miliardi di dollari) da investire in nuove infrastrutture, servizi finanziari ed energia eolica. Oltre al rafforzamento della Sicurezza Nazionale e alla creazione di nuovi posti di lavoro, entrambi i Governi hanno ribadito l’impegno ad accelerare lo sviluppo del loro caccia di nuova generazione, il GCAP. Takaichi ha infatti affermato che i profondi legami in materia di sicurezza costituiscono il fondamento delle relazioni tra il Paese europeo e quello asiatico. “Abbiamo deciso di accelerare ulteriormente i progressi del GCAP, che rappresenta la pietra angolare della nostra cooperazione in materia“, ha ribadito il Primo ministro nipponico. L’importanza del progetto Il GCAP è un progetto volto alla realizzazione di un caccia di nuova generazione che sarà sviluppato da una joint venture. Di questa fanno parte la britannica BAE Systems, Leonardo e la Japan Aircraft Industrial Enhancement, sostenuta da Mitsubishi Heavy Industries. Il Governo di Starmer, sottolinea la Reuters, aveva dichiarato che i due capi del’esecutivo avrebbero confermato il loro impegno comune nei confronti del progetto. Inoltre, si sarebbero confrontati anche sul lancio della sua fase successiva. La firma sul contratto internazionale dovrebbe arrivare entro la fine del mese. Starmer e Takaichi hanno anche annunciato una serie di progetti per la cooperazione in settori quali l’AI, lo Spazio, l’informatica quantistica e la sicurezza informatica. I pilastri della sinergia Nella sinergia rientrano vari accordi di esportazione e anche collaborazioni nel settore manifatturiero e progetti industriali, che coinvolgono aziende come Rolls-Royce e NEC Corporation. Nel 2025, l’interscambio commerciale complessivo tra Londra e Tokyo ha registrato un valore totale di 18,2 miliardi di sterline di importazioni dal Giappone. Western governments lay the groundwork for secure 6G networks Governments are preparing for 6G, the next generation of mobile networks, placing security and resilience among their top priorities. In response, seven countries participating in the Global Coalition on Telecoms (GCOT) have introduced a set of 6G Security and Resilience Principles, developed with support from industry partners. The coalition brings together the governments of the United Kingdom, the United States, Canada, Japan, and Australia. Sweden and Finland recently joined as new members. Industry partners supporting the initiative include companies such as Ericsson, Nokia, Samsung, Qualcomm, NEC, AT&T, Vodafone, and NVIDIA. The Principles outline what GCOT governments expect from industry on the security and resilience of next-generation networks. They call for 6G systems protected from cyber and physical threats, supported by resilient supply chains, and able to provide reliable service. ASIA IN BRIEF Infosys co-founder Narayana Murthy has suggested Indian citizens should work 72-hour weeks, up from his previous target of 70 hours. Murthy has for years argued that 70-hour weeks are necessary to advance India’s economy, and can be accommodated if the nation reverts to a one-day weekend. His remarks have stirred controversy because few feel that 70-hour weeks improve productivity, and many know they make it extremely difficult to achieve decent work-life balance. Murthy continues to argue he is right, and last week used an interview with India outlet Republic to praise China’s “996” culture that sees some people work from 9:00AM to 9:00PM, Monday through Saturday. The Infosys founder made no mention of the fact that software developers in China have protested against 996 culture and that Chinese courts have ruled it illegal and won support from senior Chinese lawmakers for doing so. Nor does Murthy seem to know that Chinese youth have created a subculture called “Lying flat” that rejects 996 and suggests dropping out instead, and has had enough impact that senior Chinese lawmakers have criticised that, too. Murthy, however, said India does not lack for talented and intelligent people, then added that he is no smarter than many others and attributed his success to hard work across long hours – after his family agreed to let him do so. Manga publishers celebrate Cloudflare copyright case Tokyo’s District Court last week found Cloudflare contributed to copyright infringement by providing content delivery network (CDN) services to sites that hosted pirated manga, and ordered the company to pay 500 million yen ($3.3 million). In a joint statement about the decision, four publishers said they told Cloudflare it was assisting copyright infringement, but the company continued to provide its CDN to pirate sites. “We believe this is an important decision given the current situation where piracy site operators often hide their identities and repeatedly conduct large-scale distribution using CDN services from overseas,” the publishers wrote, adding their “hope that this judgment will be a step toward ensuring proper use of CDN services. China’s Typhoon gang targeted Russia, researchers say Infosec researchers at Russian company PT Security claim to have found China-linked actors attacking Russian clouds. In a report published last week, researchers Daniil Grigoryan and Varvara Koloskova claim that APT 31 – aka Violet Typhoon – attacked Russia’s IT sector during 2024 and 2025, and focused on “companies working as contractors and solution integrators for government agencies.” “The attackers demonstrated knowledge of the work processes at the target organizations,” the pair wrote, and “carefully timed their attacks, targeting weekends and holidays.” APT 31 apparently used a blend of common malware, and unique items from its own arsenal, to achieve persistent access to target networks, and used Russian clouds to run its command and control network. The gang allegedly went looking for user credentials and uploaded them to a cloud storage hosted by Yandex, Russia’s Google-like web giant, and Microsoft’s OneDrive. The researchers believe APT 31 remains active and continues to target Russian assets. Which is awkward given Chinese president Xi Jinping and Russian leader Vladimir Putin have declared a friendly partnership “without limits.” And perhaps without sincerity, too, given Symantec also recently found evidence of Beijing’s online operatives targeting Russia. Storm over 24x weather website upgrade budget blowout in Australia Australia’s minister for the environment has asked the nation’s Bureau of Meteorology (BOM) to explain how it spent AU$96 million ($62 million) on its new website – and still delivered an update that created a storm of controversy. The BOM launched its new site in late October, but the changes it made quickly proved unpopular as users found the formats of weather maps and rain radars difficult to understand, and complained it offered less info, less often, than its predecessor. As severe storms struck parts of Australia the Bureau therefore resorted to old designs so the public could understand its warnings. Environment Minister Murray Watt, whose portfolio includes the BOM, investigated the matter and was initially told the website upgrade cost AU$4 million.
